Were the Swan Bells a waste of taxpayers' money?

While visiting Perth recently, I heard much criticism of the Swan Bells. The argument was that the money could have best been spent on health and education rather than a memorial to a politician.

Yes, I think so. Ive still never been to the Bell Tower.
As a tourist, I found it certainly worth a visit, if only to see the old bells from St Martins in the Field. I well remember the old nursery rhyme "Oranges and Lemons" where "You owe me five farthings," say the bells of St Martins. I fluked a bell ringing lesson from a volunteer. It was quite an experience.
I wasn't impressed with the deveopment along that part of the Swan. Be warned, Nature will have its way.

I might have to agree. Even though I have heard the swan bells I have never paid to go up.
Possibly. I only listened to them but have not spent the money to go up!
